No, you need GCFScape which is free to download.

I picked up  GCFscape

 

How do I browse the sound files?

 

It just gives me weird characters whenever I open one of the sound.vpk's.

When you install GCFScape, you have to enable it to read .vpk files in the installation wizard.  

Unless you are opening them with Notepad, since doing that gives you weird characters.  Idk what you're doing
